DDS partners with EDS and JP Morgan Financial Services on the PA Department of Welfare (DPW) – Electronic Benefits Transfer (EBT) project

The DPW - EBT project was commissioned to update the way Electronic Benefits were currently captured, and to provide additional data collection services in order to better serve the DPW clientele/constituents within Pennsylvania. Although the process to the PA constituents would appear seamless from day-to-day transactions, the information collected from the backend of the process was located on disparate systems. Obtaining timely information at the County Assessment Office (CAO) locations took days to receive. With the new system deployed, DPW and DPW CAO's were able to extract information (including historical data) on a real-time basis therefore, decision making was considerably more accurate for all parties involved.

Diversified Data Systems (DDS) was contracted to provide the following services:

  • Develop the Business Objects (BO) – Data Warehouse Documentation fused with EDS/JP Morgan information. This BO document would then be made available to key personnel at DPW.
  • Design the EBT courseware and train end users at selected counties throughout Pennsylvania.
EDS was contracted to develop a Data Warehouse (DW) data mart that would contain and manipulate disparate database information for EBT. This warehouse would hold up to six years of archived information which could be accessed and manipulated on an as need basis by simply logging onto the web-enabled system. It was DDS’s job to review the methodology used in creating the DW and develop documentation supporting how the process works. This would then be made available to the DPW individuals requiring a “field - users guide” for reference. DDS was also able to assist EDS/JPMorgan in the testing of the application and therefore, provided valuable feedback in checking the integrity of the newly developed system before deployment.

Concurrent to the development of the DW Documentation process, DDS was also responsible for creating courseware and an instructional procedure/guide on DW for the DPW – County Assessment Officers (CAO) and select individuals at the DPW Agency here in Harrisburg, PA. Once created, DDS instructors traveled to selected counties throughout PA including: Crawford, Pittsburgh, Philadelphia, Washington, Scranton, and Lycoming Counties. At the County offices, DDS instructors trained 30-40 CAO’s at each location on how to navigate through the newly developed DW software program. The end users also received “cheat sheets” as a handy reference guide to take along and refer to as needed.
