Description of Study or Project:

Pennsylvania Labor and Industry commissioned Deloitte Services LP to implement a Comprehensive Workforce Development System (CWDS) to replace legacy applications.  Diversified Data Systems, Inc. (DDS) partnered with Maximus on the Oversight IV&V (Independent Verification & Validation) portion of the contract.  Maximus/DDS were contracted to review Deloitte’s RFP BAFO, detailed requirements, and proposed functionality of new software/hardware services planned – to insure integrity and consistency to the RFP requirements & bid response methodologies proposed.   

DDS provided Senior-Level Database Administrators (DBA Consultants) to review the data’s architectural design.  This is an ongoing process during the production and implementation-ready phases of the project. Products such as ERwinwere used to assist in the research.  When discrepancies occurred, documentation of the findings were submitted as a deliverable to be addressed.

DDS also provided a Senior-Level Technical Hardware/Software Consultant to review the integrity of the hardware/software solution originally proposed and to assess whether the proposed solution continues to be viable as changes occur during production of the CWDS system.  If discrepancies or issues surface, they are documented and submitted as a deliverable to be addressed.

DDS Training Consultants will assess the proposed training solution by Deloitte to ensure that it will meet the needs of the users who touch the new CWDS solution on a day-to-day basis.  Oversight Trainers will review such items as whether there was enough quality training proposed; what is the frequency; how are future modifications addressed when deploying - and is training required on these modifications; was the knowledge transfer successful; etc. If discrepancies or issues surface, they will be documented and submitted as a deliverable to be addressed.
