In an effort to avoid another Florida voting debacle (2000 election process Gore vs. Bush) and to respond to new regulations with HAVA, Pennsylvania proactively took the necessary steps in streamlining the election/voting process. The Pennsylvania Department of State (DOS) issued an RFQ to assess how the counties managed their polling places and tabulated election votes. DOS was also concerned if there were counties violating State Statute. DDS worked with Deloitte’s team of analysts by visiting the counties throughout PA to conduct interviews with key personnel. Results were compiled and submitted via the Internet.
