Project: Review existing license systems & evaluation of Technical capabilities.

 

Description of Project:

DDS was engaged to provide consulting services for the PA Game Commissions Automated Technology System. The main objectives were to evaluate Commission technology for effectiveness, analyze practices and systems of other states and determine the appropriateness of using commercially available software.

 

The project consisted of the following tasks:
  • Task I – Every system of the Commission was reviewed for functionality, serviceability, maintainability, stability and ability of Commission IT staff to support it. Users discussions were conducted to document system strengths and weaknesses.

    Hardware, software, and communication technology capabilities of the Commission were documented. Lastly, the IT staff were interviewed and their skill capabilities documented.

  • Task II – Interviews were conducted with Commission users, management, and IT staff. An interview questionnaire was developed to facilitate the interview. The primary focus of the interviews was to determine if business needs were being satisfied by current systems capabilities. Gaps were documented for inclusion in a requirements document.

  • Task III – Interviews were conducted with users external to the central office of the Commission. This included regional offices of the Commission, County Treasurers and Agents (Stores) responsible for selling Commission products. In addition to addressing their needs, technology capabilities were also captured.

  • Task IV – Involved reviewing a previous report that was developed for the Commission. The goal was to update the findings and validate the technology recommendations.

  • Task V – Using the documented requirements from previous tasks, other states and commercially available software vendors were interviewed. System capabilities were matched against requirements. The top three commercial vendors conducted system demonstrations. The final step of this task was to determine if state systems could be transferred to Pennsylvania at no cost under the Public Domain Statute.

  • Task VI – Involved development and presentation of a final report. The report detailed the following:

    • Implementation plan
    • Costs
    • Process Changes
    • Legislative changes
    • Impact on external entities
